It depends on how different the categories are, whether they all come under one overall umbrella or if they're totally different.
If they're separate topics under one subject then I would use option 3, submenus. A menu that when you mouse over it, the submenus drop down. Each submenu is a different page. To do that create each page - over to the right under publish there is a section called page attributes -- you can select a parent page for the page there. After publishing the page, go Appearance => menus, check the page and add it to the menu. In the menu structure field where you arrange your menu order, drag the new page under the parent page and move it over slightly to the right. It will drop into place indented in the menu structure. This forms a submenu. That page will now appear in the menu under the parent page.
If by categories you mean more like sub headings where you might just use a H3 tag with a heading on the same page, but the page is really long, then you could use option 2 -- Links at the top of the page to each sub heading which would be linked to as an anchor (similar to the way a Wikipedia page is set out.)
